Kyoto Protocol Takes Effect Today

The Kyoto Protocol takes effect today, despite the United States' refusal to ratify the treaty. The 140 countries that have ratified the Protocol will take an important step towards addressing global warming at the global level. But implementation of the Protocol comes will numerous questions about its effectiveness, particularly given the fact that many of the major CO2 producing countries are not participating.

National Public Radio's Morning Edition has several good reports on the Kyoto Protocol this morning, and the New York Times reports on efforts in the EU to comply with the treaty (registration required).
