Massachusetts Gov. Romney to Seek Zoning for State Waters

The Cape Cod Times reported late last week on Mass. Gov. Mitt Romney's plans to introduce legislation that would strictly zone all 1.3 million square miles of coastal waters within the jurisdiction of the state.

According to the Governor's press release, the legislation would authorize the Secretary of Environmental Affairs to prepare and adopt an ocean management plan within the next two years that ensures coordination among state programs that govern offshore development and ocean protection. All construction in the ocean management zone will be required to conform to the plan.

The new legislation would not affect the proposed Cape Wind project, which will be located outside of the state's coastal waters.
